Aside form the Iran hostage crisis and Carter being hesitant on using military force, he was still able to deregulate certain areas of the economy, broker a treaty between Egypt and Israel, created the Department of Energy, reformed civil service in response to Watergate, deregulated natural gas prices, and signed the Comprehensive Environmental Response, Compensation, and Liability Act

And it was Ford who held off from Congressional demands for extreme stimulus measures--correctly--under the advice of Alan Greenspan, began the deregulation that'd contribute to the growth of the 1980s, handled the Mayaguez Incident and established special education.

Ford was a good President because he managed to take over from Nixon and the Watergate Scandal and keep the government going, despite the prevailing stagflation.
