Seriously. If the vending machine spits out two for the price of one, are you morally obligated to tell someone and repay the owner? He is probably some poor ass dude worse off than you. Seriously. This relates to larger ethical questions: if you can do something bad that is small, and get away with it, isn't that the first step toward getting away with something worse, like mass murder? Stalin and Mao did it. They died relatively successful dudes...

In this example it's perfectly reasonable (and legal) to take the second item. If one really felt bad about it, just give it away.

I mean, I feel like in a lot of cases where I come across vending machines, I'd actually have no idea who to give it to. Plus, I feel like it's such an insignificant amount of money, that it really wouldn't even be worth the effort to go give it back. Is the worker honestly going to put it back in the machine? Chances are he's just gonna eat it or throw it on someone's desk.
