Africa could modernise if the West forgave the dept and actually helped rebuild. Africa is one scary continent as it is now, if the fanatics and the militias don't get you then the wild live and diseases will.

The West has donated trillions to help Africa develop, and jack-shit has been done.

Haiti hasn't gotten near as much aid since its colonial overlords left, and it was doing pretty well for itself until the earthquake in 2010.
