Bureaucracy does indeed hinder the effectiveness of a government, but we saw what happens when a government becomes a well-oiled machine back in 1940s Germany.

The key is to have a streamlined bureaucracy with a minimal government.

I, for one, am grateful for the overbearing and largely inefficient bureaucracies of the U.S. and the U.K.

I'd hate to see what it'd be like with good bureaucracies and a degree of political will.
