Good luck having 435 representatives and 100 senators each without a common basis. Washington was extremely naive to think that political parties wouldn't or shouldn't be formed. Political parties are only bad when they're either a puppet party of a dictator or when their interests clash so much, that nothing can be legislated.

Political parties are almost a necessity in our current state of democracy. Other solutions would basically be unworkable. Having a mere two party system, however, is definitely not a smart thing.
