Just because you can use them interchangeably doesn't mean you should. The words carry different connotations for a reason and purposely using the one associated with war to create a more click bait headline when every reputable news outlet is appropriately using the word victim reflects poorly on the one who said it.

As you said though, most people do think of casualty being synonymous with fatality. Which is why you shouldn't label victims of a crime as a casualty unless you want to sensationalize your headline and just be click bait in general.

That information reminds me of the 2 guys who did the North Hollywood Shootout. They had AK-style weapons with drum mags and ap ammo and had body armor.
