Why are Elegiac's goodnight threads and similar ones not banned?

There's no discussion value at all to them. They're just spam that's bumping down threads that have discussion value.

Yes, they are spam.  But for his goodnight threads,  they're spread throughout the day a d not spamming up the first page.

Now when he was spamming threads last night with Assassin, I think he got in trouble.

There shouldn't even be a discussion on it. If a thread has no discussion value at all like those goodnight threads or that hi one. They shouldn't be allowed to be posted. It's just spam.
