What powers does a Monitor have?

Are they like lower then ninjas? As in they can't give bans. But can they lock threads?

They can move threads and approve a new member's first post. In Penguin Party they will likely have a few extra tools (perhaps locking), but on the main forums they are quite limited.

Yet we sometimes still have threads slipping through the cracks.
