That's the notifications. If it's blue, there is nothing new (But you can click it to see old ones).

When it turns red, it means you have a notification.

Quick reply box settings look broken

My icon is 80% red and the red notification bubble blends in. Alternate positioning maybe? There's about a centimeter directly to the right of the avatar or the avatar could be shifted to the right allowing the notification to fall in between the search and the avatar

OR

You could place the notification bubble directly next to the mail icon which floats mysteriously underneath the Sep7agon logo. I actually like that idea better tbh.

I have no doubt the actual framework works very well. I'm all about UI though.

Additionally, the locations of the "reply/mark unread/print/notify" section and the page count section have been reversed for some reason, allowing my own muscle memory to betray me.

I dunno if it's been said, or if it's just be, but scrolling down the pages lag when I go over the ad section. I figure it's the ad because it doesn't happen in Anarchy, but other than that, I'm not really sure.

It's not lag and it's not a new issue. The ads run in an iframe, which keeps them from being evil little shits and hijacking your browser. As a result, scrolling while your cursor is inside the box will scroll the iframe instead of the window.

It's been like this for over a month. $:-\$

Graphics card? Oh boy.. AMD something. And I don't know, I just use chrome. But it doesn't seem to happen in IE.
