Probably to do with the internet connection or the computer being slow.

I've had the same problem with websites during those times.

It is an issue with Chrome. Last night I was on skype with Latsu and he was trying to walk me through fixing it, because Chrome would not load any tabs at all, then I could not even open it. Now I am able to open it but this site is all fucked up. Kinda sucks because I hate using Firefox

Well, like I said, it happens in FF under those conditions.
But doesn't happen otherwise.

From the image I can tell that you're failing to load the linked style sheets. The styling that's written on the template files (logo, banner, top bar) is still intact but the other elements are broken.
