IIRC the only difference between Penguin Party and Anarchy was that in the one you could flame and harass users and in the other you couldn't.

it's more of the fact that people can say pretty much whatever they please in Anarchy rather than sugarcoating their words in Penguin Party or the Flood. Much like what Class said in this thread, the only difference between PP and the Flood is that you could post porn in PP.
