A sniper stationed at Cascade Base accidentally fires on an Enclave patrol and nearly kills a soldier, raising NCR/Enclave tensions again. The sniper is discharged from his position due to the possible repercussions of his actions.

The NCR takes control of a Poseidon Energy oil rig in the Gulf of California. Using PoseidoNet they form a connection with the remnants of a pre-war South American government. They begin to establish a sea port in Baja California for trade between them. Spoiler it's kinda far-fetched but oh well

The negotiations to annex Seattle and surrounding villages are successful; in response to growing Enclave influence, the NCR establishes Cascade Military Base just west of Seattle, with 7500 soldiers stationed to it.
The NCR population is now over 3 million.
