Well there are, there are a couple well-known names around some of the subreddits I've been on, and I don't think it's too bad since most of the good and important news about games are near the top, but the communities themselves are pretty caustic towards anyone new to the sub and saying anything bad about their favourite games gets a whole heap of zealots sperging on you it's still pretty good for game news though, ive had some good interesting discussions before

It will upscale games to 4k, but not run them natively.
Games will still run on PS4.0, but they will look and/or run worse than the 4.5.
I doubt it would look much different than just running the games at 1080p and having the tv upscale them instead
It might look a lot different. Resolution isn't the point though. Games will look better on that machine graphically, and run better.
hardware improved a lot on the previous generation too, ultimately supported the same software but some of the hardware was different by the end of the Xbox 360's life cycle FPS caps are set by the developer in terms of hardware, games should run better, but they wont, and outside of 4k video you really won't see any difference unless you had some synthetic tests done, at the very least, you might see less stutter in the games that had them it IS better hardware but they're not going to make games that can't run on both, that would be what Sega did with the Dreamcast and look how that turned out

... i knew this already. ive played all the games in the main series. it was better to not have a voiced protag, and implementing a voiced protag properly wouldnt be hard anyway. bethesda is just run by money grubbing incompetent boobs.

Obsidian makes RPGs, first and foremost. Frankly, I don't see HOW you can turn what Bethesda slapped the Fallout logo on into a proper RPG this time. The framework is just not there.
Even mods can change the dialogue to a more classic look, then they just need to add more options

seriously, besides the fact that the previews are completely off-base for the real response half the time, most of the dialogue is fucking AWFUL
what i mean is anyone that wanted to build a game with a good story is possible if they wanted a more classic feel, and previous games couldve had way more than 4 options the bad story isnt a result of the engine, just the writing that said the previews for the text was changed too to match the actual sentences they said with the mod, in the older games your character didnt speak at all though it was a bad design choice they never had to make before
