All of the outcast navy has returned to the Caribbean. The outcasts have run into a tribe that live in the Caribbean. Assimilation of the tribe into the outcasts. 10%

Ummm... Forget about it?
Or use it as a rebuilding point. It will take many, many pages to even get close to your former glory.
Alright, I will rebuild. But don't even count me as a threat. Only civilians are left there. Elder Neo is literally the ONLY outcast soldier left.
