thats because it's just tricking your brain and eye

SSJ3 is the coolest transformation sequence but as cool as it is, it's pretty useless in battle because of the drain. If Goku could master it the same way he did with SSJ1 it'd be amazing.
even if he did master it, it would be pretty worthless at this point because of superior forms.

Do power levels even mean anything in Super? Trunks in Super Saiyan 2 put the beatdown on SS Rose which is supposed to be comparable if not stronger than SSG Super Saiyan... or is that just the whole saiyan hybrid overpower mode coupled with something similar to Vegeta's rage power up vs Beerus? I don't know
he's not Super Saiyan 2. it's a new as of yet unidentified form.

aired in japan, but still not dubbed
don't know why it hasn't been dubbed yet, but if i had to guess it's because FOX still has first dibs on anything dragonball related from their DB: Evolution movie deal so Funimation has to wait [ x ] amount of time before they can get the license for it
I think the dub is already being produced, maybe even finished they're just waiting for a TV deal to air it (which could be for the reason you suggested)
