I think that if you have some nice, passionate sex with a person you love, then the dopamine isn't such a bad reward for an expression of compassion and physical attraction (That is important in a relationship). But really only in that situation, because I'm not a fan of hookup culture.
I think a number of things, like cuddling or having a nice dinner with said significant other, are functionally the same thing, but sure, whatever.
Sex is a little more intimate, both physically and mentally, than cuddling or general kissing. I know it's not ideal, but unfortunately, that's just how the brain registers that sort of physical contact. There's no doubt that sex is good for forming strong neurological bonds in a relationship.
