Elites were smarter and more skill with guns and swords.
The jiralhanae are far from stupid, and can make tactical decisions almost as well in a fight. That's on top of being physically superior. Really, they made the sangheili utterly redundant.
The brutes aren't stupid, but elites were just more clever overall is the reason. That and agility somewhat comes into play when compared to brutes.
