No, it still doesn't make sense. DC should have already had some sort of centralized government before having the motherfucking western factions come into the area roughly 40 years before 3 starts.

Somebody hasn't played the first two games.
Nobody gives a fuck about the first two games. It is supposed to be a post-apocalyptic atmosphere, Fallout 3 did it right.
Have you thought that maybe atmosphere isn't everything, and that the game needs depth and a great story with well written characters?
