tbh degradation never amounted to more than a slight annoyance. It was rarely hard to come across duplicate items, and anybody who thought twice about stats would throw points in Repair; then New Vegas made it even easier to avoid disrepair by adding in the Jury-Rigging perk.
All in all, weapon degradation either needed a total overhaul or to be removed; it's pretty obvious what Bethesda decided to do, and I don't blame them for it.

Went to the Battlefront launch with some friends, the Gamestop manager gave us a lot of free shit. I got lucky when I asked him if they had any Fallout 4 stuff they were getting rid of; he came back a minute later with one of those double-sided wide commercial posters for Fallout 4. A Syrian passport was found on the body of one of the hostiles. The reality is that the open borders made it easy for sympathizers, or even actual members of IS, to hide among the refugees.
So it's highly likely that they sneaked in among the refugees then?
IIRC, I believe I read somewhere that (at least) one of the attackers was a French citizen, and that some of the attackers were seen driving cars with a Belgian license plate.
Take it as a grain of salt as to how the attackers got to Paris.
Extremist thought and action spreads memetically, and manifests itself as a stand alone complex in many scenarios. I wouldn't be surprised if the Paris attacks were perpetrated by extremists from many different walks of life, like you say.
It's been circulated so far by the French government that this was planned externally and carried out with assistance of locals, i.e. perpetuated by ISIS with assistance from local radicals.
