I'm convinced they originally intended to make Bridge Drake a required boss fight, couldn't find a way to make his design not be awful, and just scrapped him up to an obstacle and copy pasted Taurus in to make sure there was no long gap between bosses.
I've always thought of him as a Demon's Souls reference. Bridge dragons are quite hazardous.

Just personal experience. I "thought" about writing a story for about five years before I finally got off my ass and realized that thinking isn't worth a dime if you don't do anything with it.

God--it creeps me out just knowing all those Japanese games I've played with heavy dialogue, and how much sexual innuendo they've probably stuffed into it all, and I never noticed after all this time. Abhorrent.
Probably not, actually. Borderline dialogue in Pokemon gets changed all the time. Fan-translated Japanese rom, this is a hiker speaking to an 11-ish year old boy. The only response it got when it surfaced was moderate laughter.

Serious question to anyone that knows about this issue: why would this be in the game? The rest is mostly harmless JRPG sexbait but the sister thing isn't just a glitch or something, they actually wrote suggestive dialog.
If that's from the Conquest half, the protagonist is adopted. As far as I'm aware, you can't have a relationship with any of the protagonist's blood-relatives. I'd mostly attribute it to Japan's cultural acceptance of inter-family marriage (not brother-sister, but second cousins is okay) and bluntly-worded language. It's pretty easy to mistranslate without proper context; never-the-less, it's a pretty awkward line. If the mini-game hadn't been removed, I would assume that they would have completely changed the line in localization.
