In terms of individual results, SPARTAN-II was, without question, the greatest success. A single II is superior to a single III or IV.
It's just that individual results are irrelevant when the intended result is a superior breed of soldier in general, not just a little over two dozen (or a superior sailor, actually, since they're navy). In that regard, SPARTAN-III and SPARTAN-IV are, indeed, both more practical, numerous, safe, and cost-efficient than SPARTAN-II. They had the greater general result than their predecessor.
...But don't tell that to the fanboys that get caught up over the whole 'b-but if you had a II fight a IV they'd win!' thing. Yes, but that isn't the point. That's so far from the point it's laughable.
Best way to explain it: A Spartan II is equal to a platoon of Marines. Let's assume (based on vague statements since there's no exact figure) that a Spartan II is four times as powerful than a Spartan IV. Which is the better deal: a Spartan II or a platoon of Spartan IVs?

As an American, Bongland's sectioning always confuses me. Wales, North Ireland, and England are the three smaller areas, then there's Britain that encompasses Wales and England, then the UK is all of the above. Right? Britain = England, Scotland and Wales. UK = All of the above + Northern Ireland
Now, since Scotland is a part of Britain, wouldn't it be technically correct to call them British? In the same sense that someone from California is Californian and American.

I thought the S-III's were volunteers who consented to be sent on important but suicidal missions, no? It's been a while since I looked into Halo lore though. No. S-IIIs were abducted as kids just like the S-IIs. The difference is that they weren't picked based upon their genetics. S-IIs were children with the best genes, whereas S-IIIs were just any kind of kid.

The ending was okay, but I absolutely despised the "press x to Jason" boss fight. Halo 3 has never been about boss fights, but on the occasion they did (such as Halo 2) they were pretty good.
The rest of the story was trash and I hated every second of it. Easiest Legendary run I've had at that.

At no point did I disagree or contradict that analysis. I'm asking, since we understand the psychological divergences that can lead to such stark differences in values, why we still think evil is a relevant concept.
I wasn't disagreeing with you. The explanation is that "evil" is a general concept of values that don't fit society's mold. It doesn't do any justice because it implies that "evil" people are inhuman and it makes it harder to notice them before it's gone too far.

Good and evil are based around someone's ethical and moral values. Someone that's "evil" is just someone with a sense of these values which are distorted or twisted in comparison to society's as a whole.
