Anarchy being impractical and impossible, the most effective compromise is Democracy, where men and women come together to make decisions based on what they believe in. This way, while the decisions still do not please everybody, they do please most people. Obviously some things cannot be under the control of the masses. To prevent abuse, policies must be in place to protect minorities from abuse. The ideal democracy allows the majority to have it's way while still protecting the rights and dignity of all men and women, regardless of background or affiliation.
It does not have to be capitalistic or socialized, really nothing matters quite as much as allowing the people to govern themselves.

What logic did you use to draw the conclusion that a minimum requirement will bring standards down.
State A has two school districts. District 1 has already higher standards than District 2. The state passes Common Core with D-2 meeting the minimum but D-1 exceeding the minimum and because of such, the state lowers D-1 because it's easier to lower standards for a better off school than to raise them for a school that isn't as far off
Now give me an example of this actually happening.

Spoiler This series of events took place to the best of my recollection, around 1981.
A bit of background, my mom and dad divorced around 1974 and I, along with my sister lived with my mother at my grandparents house; theirs was on the same plot of land as my maternal aunt and uncle's house, in fact they used the same driveway. Aunt and uncle had a pool and a travel trailer that we would sleep in at times. I had been overweight as long as I could remember, not morbidly obese but I did wear "husky" clothes.
