What logic did you use to draw the conclusion that a minimum requirement will bring standards down.

State A has two school districts. District 1 has already higher standards than District 2. The state passes Common Core with D-2 meeting the minimum but D-1 exceeding the minimum and because of such, the state lowers D-1 because it's easier to lower standards for a better off school than to raise them for a school that isn't as far off

This series of events took place to the best of my recollection, around 1981.
