I mean, it's pretty clear he isn't. He looks people in the eyes, makes movements only one with vision could, etc.
I don't really know.
Spoiler at the end of 31 he says "you will be my eyes now" to the soldiers (something along those lines anyways), he has milky eyes, in one cutscene (where quiet jumps over a rail and into an area where there's a ton of gas, one of the kids left a necklace down there or some shit) he was hitting the said necklace on the ground with his "cane"
