The vanilla Bethesda game is like your default coloring book. The art is there and you can definitely keep it like that if you want. But the people who made it want you to color in everything just as Bethesda wants the people who buy their games to mod them.
Except coloring books are specifically designed for you to color them.

No Bethesda game is designed specifically to be modified.

Considering that Bethesda games are very mod friendly and they go out of their way to support and encourage modding I'd say otherwise.

DOOM did the same thing way back in the day. A base game was released and then mod tools were released with the express purpose of getting people to mod their game.

Games aren't for modding.

Advocating is not the same thing as saying, "Our games are made specifically for the purpose of modification."
