Like quarter of that time is your warframe launcher turned on downloading updates. Look time in your in-game profile. And other quarter is warframe not turned off properly, like warframe is turned off, but engine is still working for some reason, it happens sometimes on PC

While it might solve a problem with school shooting on some degree, it creates a potential problem of psycopatic teacher shooting entire class during a lesson, which is can be partially solved by just checking who you employ as a teacher, it creates a problem of teaching teachers how to use a weapons.
