I disagree. I've browsed forums since I first started using the internet and I can say forums like ours is not a rarity. There is a fair share of pretty strict moderation on a lot of forums but most online communities tend to already know the internet culture well enough where they're not bothered by obvious racial/sexist jabbing. Then you haven't been on very many Internet forums.
Forums like this, where people can flame each other for hours without punishment, are rare. The vast majority of most Internet communities will have punishments laid out for flaming, shitposting, etc.
