No, but if you were to accidentally brush up against it and be unlucky enough to cause some static electricity,  then say goodbye to your computer, and if you were to accidentally brush up against it while it is on, you could potentially electrocute yourself. There's a reason these things are kept in cases.

You can probably shave off some money by getting a cheap version of Windows. Also, if you're willing to spend an extra $20-30 on the GPU you can get an extra 2GB of VRAM. Seems worth it to me...

Peronally I'd get a 250GB SSD to go along with your HDD. SSDs are far faster and far less likely to fail than HDDs.

Also, you should probably get a different mobo so you won't have to update the BIOS before using.
