The game has been dying on the PC since the lattice update since there was a major player drop off when that happened. Changing the game to cater to the console community ended up being a waste of time and money since the PS community in general isn't really into shooters.
Hopefully the game will be able to find life on the Xbox. Shame it had to die the way it did on the PC.
Believe it or not, the population was actually pretty stable for years after lattice. The game has changed quite a bit since then, both for better and worse. IMHO, what finally started to kill the game was the Victory Point update a few months ago. It was supposed to overhaul the continent locking system to give territory more value, but it was so terribly implemented that it only encouraged ghostcapping empty continents and zerging down a lane with 96+ and 70% overpop. It also had the unintended side effect of bringing back Indarside. Even fights are very hard to come by these days, and when they do they die out fast. The mid sized outfits that kept the game alive for years are dropping like flies, veteran players are burning out fast, and zergfits reign supreme. Game is shit now.
There was a massive player drop after the lattice hit and the pop never recovered. The population started a slow downward trend afterwards. All of this could have been avoided if the lattice update was never implemented though since people wouldn't be forced to go down certain lanes.
Honestly as far as lattice goes, it heavily depends on the continent. Lattice was pretty terribly implemented on Indar and Esamir. Indar has its garbage base design and Esamir has ridiculous chokepoint bases that completely restrict battle flow along the lattice. Amerish and Hossin are actually good though. Both have generally very good base design and lattice lines that allow for relative freedom. The current problem is that 90% of the fighting takes place on Indar or Esamir, while Amerish and Hossin get ghostcapped. We used to have decent map rotation with continents being locked by whichever faction won the alert, but the VP system destroyed that. Now it's back to the monotony of fighting at the same few bases over and over again on Indar or Esamir while Amerish/Hossin get ghostcapped. These days literally the only time the game is good is when Indar and Esamir are both locked, but that's pretty rare these days.

Quake Live would be an excellent suggestion. Rather low population at certain times of the day, but doesn't really matter muchas you can play a game with just a handful (or even just 2) people. Time to kill can be very high and it's an extremely fast game taking a ton of skill.

Planetside 2 has been my main FPS for a few years now, but lately it has been dying. The population has been in slow decline for a long time now, to the point where low population is actually starting to affect gameplay. I'm not sure how much longer the game is going to last, but I'm almost certain it will be completely dead by 2018.
I need a new FPS. I've never really liked twitch shooters. Could never really get into Counter-Strike. I just generally dislike games with a low TTK. I tend to prefer games with a much longer TTK, like Halo. I like actually being able to react after being shot at.
I've tried Dirty Bomb, but the TTK is a bit on the short side and the gunplay just feels bleh. Whole game just feels kinda bland to me. I suppose could always go back to playing TF2, but the community is just annoying as hell.
Help me, Flood. I need something new to play.

Not really, so long as we give them strict background checks and keep them under surveillance for X amount of time after they get here. I know government surveillance is an incredibly slippery slope, but these aren't US citizens; they're refugees coming from a war-torn country filled with Islamic extremists that openly admit to smuggling their sleeper agents in with refugees.
