Yes, but even Starmie hasn't really been OU since Gen I, because it was UU for a sizeable chunk of Gen VI. Tyranitar and Skarmory are the only Pokemon that have truly been OU since forever.

But on the bright side, looks like Arcanine will finally be great again. With Burnout or whatever it's called, he loses his Fire Typing and I assume becomes Normal, which means he gets STAB Extreme Speed, Double Edge, and Fake Out, so there's a chance he could be OU for the first time since Gen III.
