Again, I'm not about to get into an argument about film, but just because a director might have intentionally focused drastically more on one element of a good action film, doesn't mean their negligence towards the others can be ignored because it was "Intentional." You could apply this to any bad movie and justify its quality with, "Well, that's the kind of film he meant it to be."
He didn't neglect them, though
I mean he didn't neglect them so much as he did place less importance on them. The characters are cool and IMO memorable, but the story is plain.

Actually, it absolutely can. For example, Evil Dead 2. Great movie. Really stupid and cheesy. It's a horror movie, but it doesn't try to be scary or some shit, because it's trying to be funny. The plot is really stupid, but it works because it's so stupid. Same thing with Army of Darkness and even the first Evil Dead, though the first Evil Dead is a bit different. So my point is that Evil Dead 2 is objectively a good film because it did what it wanted to do well, and Fury Road is an objectively good film for the same reason. You prefer movies that have good plots and characters, so that's necessary for you to like a movie. That's cool, a lot of people are like that, but that doesn't mean movies that don't aim for that are "bad movies." Fury Road wanted to be a great action movie with some cool characters. The plot is thin, and that's obviously not for everyone, but in objective terms the movie is great.

Yup. That's exactly what it was in objective terms. It wasn't trying to tell an amazing story, it wasn't trying to pretend to be something it isn't, it was trying to be a fun action movie. That's what you should have been expecting, especially if you had seen the previous Mad Max films, because even the first one, which is the most plot-heavy one, doesn't have much of an impressive plot.
What you went in expecting was a really great action movie that also had a good story, but that wasn't what you should have been expecting, and that's why you were disappointed.
But the characters were pretty good as far as I'm concerned. The plot was simple and was just there to carry the action along.
Moves that don't have good characters or interesting plots are not "Good" to me, sorry. I don't really care if they set out to create something without those two qualities, those two qualities are what I need for a movie to be good. It's not even that the plot was bad, it was just boring. It was a circle, and that's it. Through sand.

I'm not really one to get into arguments about film and television, because there's so much subjectivity. I'll just say I did not feel invested in any of the characters at all, and did not find the plot particularly interesting. The civilization and how it survived was more interesting to me than the prospect of escaping it.
I'm just saying you're going into the movie with the wrong expectations and that's why you were disappointed.

Based on the amount of positive feedback I'd heard about the film, I expected to be blown away. But I really, honestly wasn't. Don't get me wrong, I thought it was good. But a 98% on Rotten Tomatoes? Glorious action scenes (Admittedly some of the best I've ever seen) don't compensate for weak characters and a very boring plot to me. It was like a 7/10 film for me, mostly forgettable.
The plot was there to hold the action together, and it did what it set out to do just fine. It wasn't trying to be a plot-heavy film, and George Miller has already shown he can make a movie like that anyway.

That's wonderful for him, but I didn't really enjoy it as much as everyone else.
