I don't know why people act like it doesn't scare them. It does. There are things that will always creep you out and scare you. The reason we're the dominant species is because we're so fearful.
horror movies legitimately do not scare me. Jump scares spook me sometimes, but I don't watch a lot of movies with jump scares. Last time I was "spooked" was the clapping ghost thing in The Conjuring. Otherwise I don't get spooked. They can occasionally unsettle me (Let the Right One In), but they don't scare me anymore, and haven't since I was little.

If you were to look through a list of every single movie ever made in, say, the comedy genre, you will find the vast majority to be utter shit. Here and there you will find an Airplane! or a Ghostbusters, but the vast majority will be Grown Ups, Paul Blart: Mallcop, etc. tier trash.

I've never understood the idea of scaring yourself intentionally. Not my scene fam.
But see, what I'm saying is, this is not what horror movies are about. Most aren't scary, and most horror fans do not watch them just to be scared. Evil Dead 2 is a comedy. You don't watch it to be scared.

I just like the films for the atmosphere. Horror movies rarely, if ever, scare me, and I enjoy the goofy ones just as much as the "serious" ones.
Horror really is just appealing to people who like the macabre atmosphere.

I watch a lot with the intention of getting spooked.
Always finish the movie disappointed. They're not even remotely entertaining.
I've concluded that horror movies as a genre are objectively shit.

Why do people like Portal? It seems like a really bad attempt at esoteric metal like Demilich or Disembowelment. It's nowhere near that good, it's trying to be that but it fails.
I think Outre and Seepia are pretty cool. I don't listen to them much anymore, and I agree with you, really. I think of them as "baby's first esoteric Metal" Does that mean they're bad? No, but I found that, as I discovered them, bands like Demilich, and diSEMBOWELMENT (gotta spell it right you poser scum), Gorguts, etc. to satisfy me to a greater degree. I think there is far more substance and artistic value in the those bands than Portal, and I think of Portal as more of a pretty good gateway band. I do love their costumes, though, and wish more bands played with the "visual art" aspect.
