It really depends on the game. For something like a FPS, Fighting, or Racing game, 60FPS is a MUST.
You NEED those frames for the reaction time as those genres are based around reaction times.

Okay, I'm like 99% certain it's how the Xbox handles graphical processing, because I get the exact same issue on one cutscene in Halo 4 on the MCC.
Something about the classic Halo engine doesn't jive well on newer tech. Not the first case of this happening either.
Yeah. Halo CE and 2 on the 360 were both full of graphical issues if you played on 360.

I was thinking more of when Microsoft released installation support on 360, and Bungie had to put out an emergency alert to tell everyone that if you install Halo 3, it'll actually slow down the load times, not speed them up. Crazy stuff. Weird how the Bungie guys are so talented but the engine they built for Halo has some bogus design choices. Honestly bet they were just planning to build a new engine after they finished Halo CE; assuming Microsoft didn't pick them up though.

My guess for the "Why?" is that Activision saw his Outburst and didn't think it was worth keeping him if he could possibly do it again. They probably looked at his past records like he mentioned and saw that it wasn't exactly an isolated incident.
