As long as they're applied fairly and actual transparency is promoted, I don't have a problem with these rules.
Come now, you don't honestly believe that all threads will be treated equally, do you? With no rules to follow, and only guidelines, the ninjas will go into different mind sets. Some will deem some threads to be an offense, whereas others are okay with it. Some will see another thread as okay, while it's an offense in the eyes of someone else.

You can't be this simple minded.

All forums are like that to a greater or lesser degree. All we need to be concerned about is whether Cheat has the spine to start sacking when mods start fucking up the spirit of the site.

State moral universalism. All people hold the same responsibilities and if they should violate them then they will be found guilty by a court of law and sentenced to rehabilitation if at all possible or to death if rehabilitation is not possible.
