Since he surpassed his only limit, his power is infinite.He broke his limiter.Tornado is pretty OP though, that's clearly obvious. Atomic Samurai, Tank Top Master, etc are also super powerful, gimmick or not. Being a part of the Hero Association isn't even an accurate measurement either, as there are other powerful entities outside it. Hell,Even in the webcomic, Saitama is S1-tier.
