lol The Terminals tell Sadie's story. They have nothing to do with the Rookie.
And it's an Engineer/Huragok, which downloaded the Vergil sub-routine of the Superintendent AI, and essentially became Vergil.
Well, seeing as the The officer's objectives were to confirm Dr. Endesha's death at the hands of Kinsler, to kill the Huragok inside of the Superintendent's core, and to retrieve the AI's core data; and he tries to kill you for knowing too much it reall has to do with the rookie

Dom had much more character and character development than anyone in any of the halo games
The key word was character not character development. I'd rather characters that made me chuckle and laugh rather then a squad of of grey characters that just shout "locust!" every five seconds. Reason being why Baird, Cole & Dizzy are the only characters I enjoy in the GoW games.
