I think they are in the game they're just not in the matchmaking play lists at launch

Marketing spiel doesn't really hold much weight.
Just look at Halo 3's "Finish the Fight" marketing campaign. Halo 3 left more things unfinished than things it actually finished.
Locke will catch up to Chief. They'll fight. They'll talk. They'll work together.
That's too predictable, but we'll see what happens
