ALOT of people do that. Heck, my High School had a shooting threat. But nothing happened.

Despite this, there's going to be people who are going to buy both expansion packs regardless.
I'll buy them if they make some very major changes to the game, such as adding trading, access to the city, unique missions, a more dynamic story, etc. I believe that Bungie could redeem this game if they really tried.
Which probably won't happen.
Now if they had it all in there, and simply cut it out for the actual release, they probably could. They'd just have to stick it back in there. But if they have to make it from scratch, well, I don't see that happening.
