In Fallout 3 why didn't the Enclave simply siege or nuke the citadel? They already knew about the location of the Brotherhood and they are more than able to do a siege for a long period of time. Also for LP how did a shadow government faction which was around before the war have no idea where it was stored at? LP was stored in the citadel before the nukes fell so the enclave would have knowledge about that.

We have an insanely high military budget and to top it off we have 19 aircraft carriers, while the other countries which have them are not even close to our amount.
