Actually there is quite a bit of lore of things going on in other countries. I wouldn't be opposed to it taking place in another country.
Neither would I. Played every Fallout game except for the first one and I always thought some of the world's other major cities would make a great setting. No offense to any Amerifriends, but most US cities are rather bland in both lay-out and history. A Fallout game set in a ruined city with buildings and setpieces dating back hundreds of years would be amazing, imo.

For consoles: pre-owned games, Ebay and Amazon.
For PC: Steam sales, gog.com, humble bundle... Just give ecah and every purchase some thought before buying it. Look for a demo, gameplay footage and reviews. Like Hawk said, lots of cheap games may seem very tempting, but it does start adding up, especially when you end up buying games you're not actually that interested in and never play or finish.

TES Combat has always been pretty bad, it could definitely use a major overhaul. Take notes from Dark Souls to make it actually interesting and challenging for a change.

And Skyrim was kind of a disappointment compared to Morrowind and Oblivion. "The size of an ocean but the depth of a puddle" as some say. So little variety for a game like Skyrim.

No worries, my expectations are pretty low. I'm just curious as to why he thinks not everyone could be a (potential) terrorist. In today's day and age, the internet allows every single person to access near infinite amounts of information and not only learn about certain ideologies, but also come in contact with people of every extreme form of faith, belief, religion or ideals. Combine that with the fact that it's incredibly easy to find out how to build bombs using nothing but common household materials online, it is completely possible that anyone could become a terrorist. It really is beyond me why Kinder would think otherwise.

They did back in 2010. They were the only party pushing for serious constitutional reform.

They've sort of fallen out of favour with the general public now, though. Can't say I'm surprised.
I am no expert in UK constitutional law, but a thorough reform seems more than just a good idea.
