The Legion builds it's first industry:

Five factories are set up to produce the red garments worn by legionaries under their armor.

Agriculture is partially state-controlled, with farmers expected to meet quotas, and keeping their excess.

All other trade is privatized. The Legion Denarius currency is standardized but most private traders accept caps alongside Denarius.

Legion census complete.

Military: currently numbers just above 1.2 million, thanks to reproductive programs and mandatory service for able-bodied males. This does not include troops in SoCal.

Non-military slaves: ~2 million

Civilians: ~2.5 million

Agricultural production is successful, providing enough food to feed the population 1.5 times over. Surplus is stored and can be exported for profit.

The Legionary force in SoCal announces victories throughout the area. Caesar declares Dayglow and SoCal to be legion territory. 5,000 reinforcements are sent to the exhausted invasion force. Legion troops in SoCal now number around 12600. Occupation and application of legion law will be slow, to ease the populace into Legion life.

Caesar promises more troops and fortification very soon in preparation for NCR retaliation.

Due to rapid expansion, The Enclave are now suffering from a lack of funds. The Enclave reach out to any faction for support in exchange for trade and possibly some drones

The Khans inform the Legion our days of chem production are over, aside from a small operation for New Vegas. Take up your problem with that to Talon Company.

Also, let it be known that any Legion slaves that escape and find their way to Khan territory will be given temporary citizen status while we work out any questions between our Ambassadors.
The Legion finds this acceptable, and in return offers to take on any Khan who is exiled or otherwise unwanted by the tribe as a slave, if the tribe's leaders find it a suitable punishment. Legionary companies can also be loaned if the Khans require temporary assistance with security, as long as food is provided by the tribe.

The Khan's Ambassador to the Legion requests an economic partnership, along with guaranteed safe passage through Legion territory for Khan tribesmen if ever needed.
The Legion agrees, but warns that any visiting Khans found selling chems to legion subjects will face the same penalties as a Legion citizen.

I'm going to guess that NUT's reasoning in eliminating skill level separation is so that it forces the lowest/easiest curriculum to be taught meaning that least intelligent students benefit the most and the most intelligent students to benefit the least, thus closing the 'knowledge gap.'

As we are about to purge Florida of it's mutant tribal filth, there will be a large surplus of melee and powder related weaponry obtained. We are willing to trade one crate of weapons (Spears, Knives, Shotguns, IEDs) per intact prewar book, partially intact pre-war books (With readable pages not just burned to shit and spammed all over the interior of a building) would also be accepted with a ratio of 10 damaged books per crate.

It was a dull, hot summer morning in Shady Sands, until the ground itself shook and a chain of massive explosions sent thunder through the air.

Hundreds of Legion Frumentarii, embedded throughout the NCR for god-knows how long, began a campaign of urban terror.

First were the suicide bombings, which killed the President, seven mayors, and countless civilians. Even military bases were not safe, with almost a third of the Vertibird fleet damaged beyond repair.

Next were the direct attacks on civilians. Legion Frumentarii, blending in perfectly with the populace, carried out random attacks in crowds, and slipped away unnoticed. Stabbings, shootings, bombings, chemical attacks. Families of military officials were hacked up with machetes in the night.

Finally, a force of 30,000 Legionaries was sent stampeding  into So-Cal, beginning a siege on everything south of Dayglow.

That day, Caesar also announced the start of the Legion's first ever census.

The Legion would lay dormant no longer.
