Heeding the Legion's threats, the president ramps up security by 100% and retreats to his own personal bunker in Shady Sands until an official Legion surrender document is presented.

The main agreement would be having both sides (enclave and legion) go to war with the NCR if either one goes to war. This would make the attacking power and defending power of each nation 2 times better against NCR. Thus making NCR a non-threat.
Well, Legion is already essentially at war with the NCR, currently holding down the area from Dayglow through Baja. The Legion is happy to accept if Enclave will hold back until NCR takes action, and provide training resources.
