Tension between England and Germany, Russian humiliation from the earlier AH-Serbia conflict of 1909 and the Russo-Japanese war, lingering French humiliation from the German-French conflicts during Germany's Unification, the slow fall of the Ottoman Empire and the proceeding Balkan Wars kicked off by Italy's hostile takeover of Libya, Serbia's rising hostility and support of the Black Hand due to Ferdinand's political views, and Austria taking advantage of his assassination to wipe Serbia from the map.
There were dozens of reasons for WWI starting.
Yeah but Russian aggression is the whole reason Germany began to mobilize which is why France got spooked and then Bismark went balls out so that he wouldn't be stuck in a two front defensive war. Russia's fault.

I'm still waiting for politicians to push for stricter car ownership laws to prevent car accidents from happening
They've been doing that since the 70's and more states are adopting helmet laws for bikers. The only people who actually notice the NHTSA and EPA mandates are the automakers themselves and journalists. It started with just post accident safety measures, mandatory sat belts, then airbags, then crash test performance minimums that creep higher each year, but now give it a decade or two and all this crash avoidance/automatic braking/lane detection/antitailgating tech will be required for new cars by the DOD/NHTSA/NTSB/Whatever other relevant bureau
