Is there an in-universe rule stating there's only one possible catalyst to a spirit? And was the scabbard ever removed from Shirou throughout his journey becoming Archer?
So how does he know about EMIYA and have the proper catalyst to summon him and not Saber, keeping in mind that Saber is bound to appear in every grail war following her wish until she obtains the grail, so of course given Excalibur he would summon Saber and not her next master's future self. Saber would answer the grail's call and react to the catalyst first because she's bound by fate too do so.
