I had a similar discussion with Decimator the other day, should the moderators simply shoot people on sight for anything that might bend the rules? Even if it's meant in jest? We aren't the NSA, we aren't omniscient either. If something is offensive to you, report it. Then if it's breaking the rules it's going to be acted upon, similarly if it doesn't break the rules it's not going to be used as the basis for banning someone.
Do people really not understand this? If it pisses you off or upsets you then bloody report it and it will be looked at. No report is ever ignored or dismissed, but not all are acted upon for blatantly obvious reasons.
So again, if Charlie found it offensive he should have reported it a long time ago. Simple as that, and same goes for you.
