Check out the Wargame series. It's all Cold War "what if" stuff, and If I recall, the most recent release, Red Dragon, takes place in a 90's like setting.
It's more RTT than RTS though, so less resource micromanagement and base building, more emphasis on individual units, tactical movement, and complex combined arms strategy.
I can't really think of any classic RTS type games with a modem setting. Closest I can get is WWII.

My brother think's that's Empire, and I've known more people to say Shogun 2, but they were weebs.
I've only played Rome 2 myself...
I've played most of them and prefered Rome. Although that probably had a lot to do with the novelty of the game, not with how well it stacks up against later relations.
Understandable. The novelty of gunning down ashigaru with gatling guns is basically the only reason I kinda want to grab FoTS.

On mobile. Well, it's always been like this. Can't see any usernames and there's no button to click off, meaning you have to refresh the page.
Also, I've just noticed this. Half the time images appear as white squares with a grey interior. Is this a glitch on the mobile sure or something? If its a feature, is there a way to get it to display the image?
The likes on mobile is a known issue.
I have no idea about the other image problem, but it's definitely not a feature.
Actually, if you're trying to show me an example of what it looks like, then that image is broken, mate. Your browser can't render an image it can't access or find.
