Has it nevet occurred to you that recidivism is caused by the current paradigm? Which, y'know, barely even touches rehabilitation.
If it was, then recidivism would be like 100%. That 43% shows prison either deterred them from making another mistake or they sought help on their own initiative. You can't force a person to change and the only thing you can do is just place them back behind bars if they commit more crime.

People, especially cartel and gang members, are not afraid of prison because they still can continue to give orders in the prison and have correspondence with others
Can confirm. All gang members are just itching to go to jail, they were all waiting for the day their freedom would be taken and they couldn't eat good food or drive nice cars or even go hang out with their friends and especially not being able to make any money was the most appealing thing.

Stealing a car or burglarizing a house if it means a couple years in the pen isn't big of a deal for criminals because they look at the long-time rewards for their actions, including respect and a higher position of power within their organization

There's nothing wrong with having some basics on hand in case of a natural disaster, no.
Someone who has a case or two of water in the pantry they they rotate out, and extra food and medical supplies is a prepper. Someone who spends thousands of dollars on a bunker and all kinds of shit is also a prepper, just a more extreme one. People should distinguish between the two when talking about whether they think it is stupid or not.
The later is the default assumption of what someone means by "prepper"
