Automatic fire is more for suppressing an enemy than actually killing them. If you can keep the enemies head down you can get a team out to flank them and neutralize them. That's one of the big reasons why a SAW gunner is in every rifle squad. They put enough volume of fire downrange to let the other guys get into a position to kill the bad guys.
Even when you move onto Machineguns like the M240, M60, etc... It's mostly down to suppressing the enemy rather than killing them.
I see no civilian practical purpose for Full retard other than it being fun and awesome. I'd never own a full retard gun because I'd never afford the ammo. Though of the Hughes amendment was repealed and NFA took a nose dive and all new rifles were select fire, I guess I'd have one.
I'd much rather be pumping rounds downrange in semi-automatic. I care more about shot placement over volume of fire.

You can inflict more casualties in the technical sense spraying into a crowd with a full auto in a small amount of time, but keep in mind that casualty =/= death.
Honestly, full auto has no purpose in a handheald weapon aside from suppressive fire, and that's supposed to keep the enemy down so your guys can move.
In a typical mall, I could inflict more casualties and more death with a semi-auto AR than one capable of and set to full retard.

I would never condone full on brainwashing and lobotomies, or whatever would be considered ethically dubious medical practice.
I think we can both agree it's a better alternative to just locking them up and expecting them to magically stop feeling sexual towards children because they did time.
