Look at the actions of the neo-nazis walking around in full battle rattle and drawing sidearms when not attacked and tell me they aren't trying to instill fear in to a certain population.This is borderline if not outright domestic terrorism. And in this case there's no apparent connection to any terrorist organization.
A lone actor can be a terrorist. AQAP doesn't have to be connected to something for it to be an act of terror.

Will do, though it's sort of confusing why.
The manga was like only half way written when the 2003 adaption went on, so they had to wing it from there. I'm probably in the minority for those that liked the 2003 more because the tone seemed darker overall, even though it got pretty wonky towards the end.
