They can, as in campus policy can generally still apply, and university police can break up the parties. But, no. You aren't gonna be able to have security guards and such.

I'm going to go with the reasonable suggestion of have security or some group of advisers required to be notified when/where a party is going to happen and have at least 2 watch over it to make sure rules aren't broken and nobody is hurt.
Problem is, you can't have security guards enter the house - it's private property. Meaning, they aren't gonna be able to actually prevent the attacks.
Aren't they on campus for the most part, how is that private property?
The way I know it (Off the various colleges I've been to), no. They're just houses surrounding the campus.

Fact of the matter is, as shitty as it is, drinking is part of college life in America, and no amount of saying "don't drink" is going to fix that.
I'm not saying "don't drink" so much as merely "be aware". Purely precautionary of course, no solution which involves female students having to be overtly cautious and mindful when they want to have a good time should be permanent.

Absolutely, and I completely agree. I just worry there's a tendency to see any attempts at modifying the behaviour of female students as trying to justify the actions of the rapists, which is utterly untrue. It's merely pragmatic.
There is a certain point where, when trying to simply educate the females and ignoring the other causes of the problem, that is does appear to justify the actions. What are you going to tell females? "Stay in your dorms on the weekend, don't go to parties?" Fact of the matter is, as shitty as it is, drinking is part of college life in America, and no amount of saying "don't drink" is going to fix that.
