you literally went and edited that after I told you how the pdd s were against your favor. You don't just randomly get 60,000 troops off the bat right then and there. Your project stated how you had a more advanced navy and soldiers. That doesn't mean you randomly get +60,000 troops.

When you state "military count spikes" due to the outcome of your project. That's implying you are just now getting soldiers. You never stated you were training them. And from what I read your project is more military tech. Which has nothing to do with your military pop.
